1. Why do we need a Local Resilience Forum?
Answer:
Before the Civil Contingencies Act of 2004 (known generally on this site as the 'Act'), co-operation between responders such as police, fire and ambulance was practised as a matter of routine and necessity. But this was an informal process. When the Act came into force, these organisations, referred to as Category 1and 2 responders, now had a statutory duty to plan for and co-operate with each other. The Local Resilience Forum fullfils this requirement.

2. What powers does it have?
Answer:
The LRF is not a seperate legal personality, nor does it have powers to direct its members. It is not a statutory body, but it is a statutory process. Put simply, it is a means by which Category 1 and 2 responders such as police, fire, ambulance, local authority and the utilities can get together and co-operate in the duties conferred on them by the Civil Contingencies Act 2004.

3. What has it done since it was formed?
Answer:
The Forum has achieved many things since it was officially formed. It has strengthened professional relationships between responders and industry across Cleveland. Through sub-groups, the CLRF has produced information leaflets, multi-agency initiatives, and has had involvement in training events and exercises. In fact over 50 planned exercises were ran in Cleveland alone in 2006. (not including those exercises where CLRF members were invited just as observers). In 2007 it is continuing to build Cleveland's resilience, and is acknowledged as being amoungst the lead fora in the United Kingdom.

4. Who sits on the CLRF?
Answer:
Senior representatives from Category 1 and Category 2 responders. As well as any other organisations that the LRF feels may be required on occasion. The categories are a way of defining roles. It is constantly reviewed and added to. As a rule Category 1 responders are the main organisations involved in most emergencies at the local level: for example, the emergency services. Category 2 responders are those most likely to be heavily involved in some emergencies: for example, utilities and transport companies. Other organisations could be industry representatives, local radio, etc.
